The EU And IMF Watch In Horror As Everything Goes To Hell In Hungary

Hungary just approved a new central bank law, to the dismay of the International Monetary Fund and European Union.
It's the same law that caused the two international organizations to withdraw their support for Hungary's bailout earlier this month.
The law changes the way Hungary's central bank is managed, in a way the EU and IMF have argued will to compromise its independence from politics.

Hungary has been at the center of quiet economic angst in Eastern Europe, largely overshadowed by the sovereign debt crisis in southern Europe. Standard & Poor's downgraded Hungarian government debt to junk last week and the government staged the latest in a series of failed bond auctions yesterday.

However, Austrian banks' ties to the struggling country are the primary cause for concern in European economy. They have an estimated $226 billion in exposure to Eastern Europe, with €1.14 trillion ($1.6 trillion) of assets held in the region. Though the silent beneficiary of liquidity measures by the European Central Bank, yields on Austrian 10-year government bonds have risen to more than 2.93% this morning.

Yields on Hungarian 10-year government bonds have spiked this year.
The fact that an estimated 50% of government debt is denominated in foreign debt seriously calls into question Hungary's ability to pay back lenders. The forint is hitting its lowest value against the dollar since early 2009 and bailout aid in jeopardy, the prognosis is grim for investors.
S&P synopsized Hungary's problems neatly in a note out earlier this month:
In our opinion, changes to the constitution and the functioning of some independent institutions, including the central bank and the constitutional court, have undermined Hungary's institutional effectiveness.
Following changes to the process of appointing members of the central bank's monetary policy committee in 2010, the authorities most recently have proposed legislation that we believe could further compromise the central bank's independence.
The EU and IMF had asked Hungary to consider other proposals for maintaining the bank's independence. In particular, the European Union disagreed with two major points of the new law—an increase in the number of representatives in the monetary council and the number of deputy governors and a stability law that would force banks to stomach losses on foreign loans.

Moreover, we believe that measures taken over the past year, which affect several services sectors, could hinder economic growth by reducing banks' willingness to lend and companies' appetite to invest. In particular, the imposition of temporary tax hikes on various services--including telecoms,
energy, and the financial and retail sectors--is likely to depress investment and job creation in the short term, in our view. This could constrain growth prospects at a time when we see risks to the open Hungarian economy are rising due to the uncertain outlook for the global economy."
While Bloomberg reports that the EU government will examine the new law "in depth" and has sworn it will be "constructive" in its dealings with the country, continued government unwillingness to bend to the whims of international organizations bodes ill for the sustainability of government debt.

Good morning. Here's what you need to know.
  • Asian shares traded higher overnight, with China's Shanghai SE Composite up 1.2%. Nearly all major European exchanges are in the green this morning, while U.S. futures point to a flat open. 
  • Chinese manufacturing slowed for a second month, data from HSBC Holdings and Markit Economics shows. The index rose to 48.7 from 47.7 last month, but remained below 50, indicating contraction. The Chinese government announces the official reading tonight.
  • Egypt saw its sovereign debt downgraded to BB- by ratings agency Fitch. "The downgrade and Negative Outlook reflect the substantial and continuous erosion of Egypt's international reserves in 2011, which accelerated in October/November," lead analyst Richard Fox says.
  • Hungary approved a central bank law that caused the E.U. and IMF to drop bailout talks. The E.U. had asked the country to increase the ranks of the rate-setting Monetary Council and the number of deputy governors, to lower possible government influence. The new law threatens the independence of Hungary's central bank.
  • The Euro traded below 100 Japanese yen, a level not seen in over a decade. Debt concerns continue to weigh on the currency, and investors have been rewarding the U.S. dollar along with the yen.
  • Natural gas has fallen to a 27-month low, dropping below $3 per million BTU. The commodity saw increased pricing pressure after yesterday's announcement that inventories remained higher than analysts had predicted. 
  • The sexual harassment letter that ended in Mark Hurd's ousting from HP leaked on All Things D, a day after U.S. courts said the letter could be released. The letter, sent from Jodie Fisher's attorney Gloria Allred to HP's board, claims that Hurd invited Fisher up to his hotel room and brushed his hand against her breast twice.
  • AMR, the parent company of American Airlines currently filing for bankruptcy, will have its shares delisted by the NYSE before trading begins on January 5, 2012. The stock has been trading near $0.51 a share, below requirements it remains above at least $1.00. AMR told the exchange that it did not foresee shares topping the dollar mark before that date.
  • Verizon Wireless announced it would add $2 fees to customer accounts for paying their bills over the phone or online. Customers can avoid the fees if they set up automatic bill payments. The news has riled Verizon subscribers, especially after a month of several data outages.
  • After a drawn out legal drama, Trust Company of the West (TCW) finally settled its lawsuit against bond star Jeffrey Gundlach. The terms of the settlement were not disclosed.  TCW had accused Gundlach of stealing trade secrets when he left the firm to set up his current shop,

堡发资源(Pohuat) 终期股息2仙

原料价上长压缩盈利赚幅,堡发资源(Pohuat,7088,主板消费产品股)第四季营业额滑落21.93%至139万9000令吉,上财年同期为179万2000令吉。
第四季营业额也因本地和越南出货量减少而下跌10.82%至9560万3000令吉,上财年同期为1亿720万4000令吉。

截至10月31日止财年,堡发资源净利也下挫47.93%至558万5000令吉,上财年为1072万5000令吉;全年营业额则扬升1.02%至3亿5927万8000令吉,上财年为3亿5566万1000令吉。

公司第四季和全年的每股盈利分别为1.24仙和4.95仙,比上财年同期分别为1.58仙和9.46仙。
堡发资源也建议派发每股2仙终期股息。

堡发资源表示,鉴于全球经济走势不明确,全球的家具市况预计挑战性高进而将影响新财年业务和业绩。

成功置地(BjLand) 槟马会签附属协议


成功置地(BjLand,4219,主板贸服股)独资子公司——成功置地发展私人有限公司与槟城赛马会签署附属协议,修改8月16日签署的有条件买卖协议的某些条款。

根据文告,双方冀修改的条款包括放弃其中一个关于向相关机构取得发展规划许可审批的条件,以及修改达2590万令吉存款余额的付款条件。

成功置地建议以4亿5900万令吉、向槟城赛马会收购一块面积大约57.302英亩的永久地契。

今年11月14日,槟城赛马会获得了会员批准落实上述交易,因此,根据附属协议,目前买卖协议是无条件的。

资料显示,成功置地淡出槟州18年后再次挥师入驻槟岛,并计划发展高档住宅区计划。


亚航(AirAsia ) 5机转手印尼亚航

亚洲航空(AirAsia,5099,主板贸服股)宣布完成与印尼亚航的交易,已完全将5架飞机拥有权,转手给印尼亚航。
根据文告,亚航已在28日,将1架生产序号为3549的飞机,转手给印尼亚航。

亚航是在今年10月28日,宣布将5架总值5亿5084万令吉的空中巴士飞机,转售给印尼亚航,以符合印尼航空法令。

这是因为印尼政府的航空法令规定,在2012年1月12日前,所有在印尼持有航空执照的公司,至少要营运10架飞机,其中5架则必须是该公司法定拥有。

而印尼亚航本来营运的20架A320飞机,都是向亚航租
回来的。

在将5架飞机转手给印尼亚航的同时,双方签署的租质合约也已生效,印尼亚航将会以分期付款的方式,将租质费用付于亚航。

印尼亚航是亚航在印尼的联营公司,亚航持有49%股权,其余的51%股权由印尼人所持有。

马星集团(MahSing) 申请法院禁令 制止2公司转卖敦拉萨路地

马星集团(MahSing,8583,主板产业股)入禀法院,制止Asie私人有限公司以及Usaha Nusantara私人有限公司进行敦拉萨路一块4.08英亩地皮的交易。
马星集团向马交所报备,已向高庭申请禁止上述联营地交易。
今年8月2日,马星与Asie达成60:40股权联营协议,旨在将上述地皮发展成综合产业,这项产业发展项目暂称M Sentral,发展总值为9亿令吉。
联营协议下,马星将付出1亿660万令吉。
Usaha Nusantara为Asie独资子公司,Asie持有2020年吉隆坡发展计划下蓝色走廊政策的城市重建特许经营权,持有58英亩有期地契地皮。
交易仍在进行中
Asie持有的58英亩地皮,包括了上述联营地皮,也就是城市重建区内的东姑阿都拉曼租屋,或是大家熟悉的Pekeliling组屋。
尽管如此,Asie表示这项联营协议已于今年12月2日起无效,因为某些条件无法符合。
马星则认为这项联营计划未失效,因这些条件已被豁免。
马星董事经理兼总执行长丹斯里梁海金回应《星报》提问时指出:“马星根据联营协议的权益,豁免了一些条件,而且交易仍在进行中;我们也针对这些条件提出民事诉讼。”
“我们会在掌握更多详情后,进一步对外宣布。”

布米亞馬大( ARMADA)印度公司 傳貸款9億拓業務

消息傳,大馬首家全球浮式生產儲卸油船(簡稱FPSO)營運業者布米亞馬大(ARMADA,5210,主要板貿易),與印度富豪擁有公司Forbes的聯營公司Armada D1,計劃借貸2億8000萬美元(約8億8676萬令吉)。

“彭博社”引述消息報導,為期8年的貸款,將由印度最大借貸銀行印度國家銀行(State Bank of India)旗下投資銀行SBI資本(SBI Capital)主理。

此外,Armada D1也正與其他銀行商談另1億美元(約3億1670萬令吉)的過渡貸款(bridge loan),攤還期低于1年。

Forbes是孟買上市公司,由富豪夏波吉米斯垂(Shapoorji Pallonji Mistry)所擁有。
相信上述貸款,是與布米亞馬大在8月份宣佈的FPSO服務供應有關。

該公司當時說,與Forbes的聯營公司Forbes布米亞馬大岸外(FBAOL),和印度國有石油天然氣公司(ONGC)達成為期7年的租船合約,在距離印度孟買西岸200公里外的D1油田提供FPSO服務。
